A Marathon Like No Other

I recently visited Hong Kong, primarily to participate in the renowned Hong Kong Marathon. With over 70,000 runners, this event is nearly double the size of the London Marathon, making for an electric atmosphere on race day. A Public Transport Enthusiast’s Paradise

Hong Kong is famous for its efficient, affordable, and diverse public transport network. During my trip, I experienced a wide range of transport modes, including:

MTR (Metro/Underground) – Fast, frequent, clean, and highly reliable, the MTR is the backbone of Hong Kong’s public transit system. Many journeys are often quicker on public transport than private transport, such as the Airport Express line, which offers a seamless and rapid connection to the airport from most parts of Hong Kong Island.

Tramway – A charming and historic mode of travel, known locally as \"Ding Ding.\" Tramways run through the heart of Hong Kong Island and offer a unique perspective of the city.

Citybus Fixed Bus Routes – One of the major bus operators providing an extensive network across the city. (I didn’t manage to take a KMB bus, but they are the other main operator.)

Green Minibuses – Semi-fixed routes, slightly more flexible than standard buses, often catering to niche commuter demands.

Red Minibuses – A hybrid between fixed and flexible routes, providing a more spontaneous travel option for locals.

Ferries – Great views whilst crossing the harbour and reaching Hong Kong’s many islands.

Taxis – The iconic vintage red metered taxis, primarily Toyota Crown models from the 1990s, which I booked easily through Uber.

Seamless Payment and Affordability

One of the standout aspects of Hong Kong’s public transport is its ease of payment. The Octopus Card is the key to effortless travel, allowing quick and seamless fare payments across all transport modes. While I purchased a physical Octopus Card at a kiosk, locals increasingly use the app version. Contactless card payments are also becoming more widely accepted, offering further convenience. Additionally, the Octopus system provides incentives for frequent users, encouraging more people to use public transport by offering discounts and rewards for regular travel.

Hong Kong’s ability to keep fares low is closely tied to its commercialized public transport ecosystem. Advertisements are everywhere—on trams, buses, and even at tram stops, with brands like Dior and LIV Golf sponsoring infrastructure. HK Tramways even ran a McDonald’s-style Monopoly game, further demonstrating how commercial engagement funds operations while keeping fares affordable.

The city’s land value capture mechanism, often cited in academic papers, is a model example of Public-Private Partnership (PPP) funding. This approach has enabled the MTR to remain profitable while maintaining high service standards. From the marathon to the metro, this trip reinforced my belief that Hong Kong is a leader in urban mobility. The city’s ability to integrate commercial opportunities with public transport funding ensures sustainability while keeping fares low. Every aspect of the system—from affordability and efficiency to accessibility and innovation—demonstrates why Hong Kong is a model city for public transport. Demand Responsive Transport (DRT) is reshaping public transport services across the UK, providing a flexible, dynamic alternative to traditional bus routes in areas where passenger demand is inconsistent or where conventional transport is less viable. In many regions, DRT services are currently operated using 16-seater vehicles, which are typically thought to provide the right balance between capacity and cost-efficiency. However, experience has shown that this isn't always the case.

Through our experience at WeMove, we’ve found that 16-seater vehicles are often underutilised, and a more flexible fleet structure with a majority of smaller 9-seater accessible vehicles, supplemented by a small number of 16-seaters for peak periods, offers a more efficient and effective solution. Here’s why a full fleet of 16-seaters is rarely necessary and how a mixed fleet can better meet the needs of passengers, operators and councils alike.

Current DRT Operations in the UK: Overreliance on 16-Seaters

In the UK, many DRT services rely heavily on 16-seater minibuses to service routes that vary significantly in passenger demand. These vehicles are often chosen because they offer the potential to pool multiple passengers at once, theoretically providing better cost efficiency by moving more people per trip. However, the reality is that in many DRT services, passenger demand is highly variable, with most journeys only requiring a few seats at a time.

For example, during off-peak hours, when fewer people are booking rides, these larger vehicles run well below capacity, often transporting just one or two passengers. This not only leads to unnecessary fuel consumption and higher operating costs but also increases wear and tear on vehicles that are too large for the job they’re doing.

Why 16-Seaters Rarely Get Filled

In practice, 16-seater vehicles are rarely filled to capacity in most DRT operations. This is due to a few key reasons:

Variable Demand: Outside of peak hours, demand is often too low to justify larger vehicles. Many services experience significant dips in demand during midday or late evenings, making a full fleet of 16-seaters inefficient.

Trip Diversification: DRT services often serve scattered, geographically dispersed populations. As a result, having 5+ passengers book trips that can be pooled efficiently is very challenging for DRT technology providers, meaning that most journeys involve transporting a few passengers at a time over longer distances.

Urban and Suburban Constraints: In more urban or suburban areas, larger vehicles can struggle to navigate narrow streets or make multiple door-to-door stops, further limiting their practicality and efficiency.

Because of these limitations, services using a fleet composed entirely of 16-seaters are often left running vehicles that are larger than necessary, leading to wasted resources and missed opportunities for optimisation.

The Case for a Mixed Fleet: Why 9-Seaters Should Play a Larger Role in DRT

To address these challenges, we argue that the majority of a DRT fleet should consist of smaller 9-seater accessible vehicles, with the remaining comprising 16-seaters for peak demand periods. Smaller vehicles offer numerous advantages, particularly in terms of flexibility and efficiency:

Better Utilisation: 9-seater vehicles are better suited to the realities of fluctuating demand. They are more likely to run close to capacity throughout the day, reducing the cost per passenger and ensuring that each journey is as efficient as possible.

Cost Savings: Smaller vehicles consume less fuel, require less maintenance, and are more affordable to purchase and operate. This makes them ideal for lower-demand periods when larger vehicles would be underutilised.

Increased Accessibility: 9-seaters can navigate narrow streets and provide door-to-door services more easily than larger minibuses, ensuring that all passengers, particularly those in suburban or rural areas, receive the best possible service.

Environmental Impact: Running smaller vehicles for most of the day reduces the carbon footprint of the fleet. With lower emissions and more energy-efficient trips, a mixed fleet contributes to the broader sustainability goals many DRT operators are aiming for.

Strategic Use of 16-Seaters: Efficient During Peak Hours

While 9-seaters should form the core of the fleet, 16-seaters still have a valuable role to play, particularly during peak demand hours. For example, during rush hour, school runs, or special events, demand can spike, and pooling multiple passengers into a single 16-seater vehicle can significantly enhance efficiency. By limiting the use of 16-seaters to these peak periods, operators can ensure that these larger vehicles are only used when they are most needed, thus improving overall fleet utilisation and reducing operational costs during quieter times.

Supplementing with Local Taxi Operators: A Flexible Supply Approach

To further optimise the DRT service, WeMove delivers a flexible supply model that allows vetted, local taxi operators to supplement the core fleet. When demand exceeds the capacity of both 9-seaters and 16-seaters local taxis can step in to fill the gap. This provides an additional layer of flexibility without the need for maintaining a large, underutilised fleet. By integrating local taxi operators into the supply pool, WeMove ensures that ride fulfilment rates remain high, especially during peak demand periods.

Conclusion: A Balanced Approach to DRT Fleet Management

In conclusion, operating DRT services with a mixed fleet of predominantly 9-seater accessible vehicles, supplemented by 16-seaters during peak demand, is the most efficient and cost-effective strategy. By focusing on smaller vehicles for flexibility and larger vehicles for peak efficiency, councils can maximise vehicle utilisation, reduce operational costs, reduce environmental impact and deliver a superior service to passengers.

WeMove is thrilled to introduce “Village Connect - Aylesbury”, a new on-demand service launched on behalf of Buckinghamshire Council.

Launched on Monday 19th August, Village Connect serves Aylesbury and the surrounding villages with 3 on-demand buses managed by WeMove. Residents can book rides via the web page, the Village Connect App powered by Padam Mobility, or via the call centre operated by WeMove.

Sam, our Operations Manager at WeMove, was on site in Aylesbury Monday morning to assist with the launch; ensuring that all vehicles were up and running as planned.

“The launch of Village Connect has been an incredible achievement and we are proud to deliver a service that truly meets Aylesbury’s needs. We’ve got a great team on this and I'm really confident in Village Connects long term success.”

Village Connect addresses gaps in existing public transport, particularly in rural areas where access to essential services was limited. Designed with inclusivity in mind, these vehicles are wheelchair accessible and offer a point to point service, making them ideal for older adults and those with mobility challenges.

Steven Broadbent, Buckinghamshire Council’s Deputy Leader and Cabinet Member for Transport said:

“This on-demand flexible bus service will enable better connections in, to and out of the urban centre of Aylesbury and Stoke Mandeville Hospital, as well as supporting onward journeys using other public transport services. The Village Connect service is accessible and user-friendly and provides flexibility to meet users’ individual needs. I am pleased that it will enhance the local public transport network, and hopefully encourage more people to travel by bus.”

Since its launch Village Connect has already received positive feedback on its ambitions and on the striking blue livery of the vehicles.

What to do when you’re out of steam writing tenders, developing software, launching new solutions and training for a triathlon? Well, close down a few tabs and open up ChatGPT for some AI-enabled procrastination.

The great thing about ChatGPT is that it enables you to get quite deep on stuff with minimal effort, in a way it frees you to enter deeper and deeper levels of a problem, and to visualise it, even on a 15 minute procrastination session.

So I began by zooming out from what we do day-to-day at WeMove, which is DRT services, commuter shuttles and private hire services (soon to also be driver recruitment). My first thought is about why we do what we do with DRT, a dividing question as you often see cost per passenger at a high level. Why do we trade-off this high cost per passenger and what do we trade it off with… can we visualise a version of the answer to this question? Well, normally the answer would be “yes but I’m not up for spending hours on mapping out a 3D visualisation, just to entertain my thoughts”. With ChatGPT, can we just spin one up? I'll now take you through a journey from stage one through to the end showing you the iterations of the graph and the prompts along the way (after which I want your thoughts on the methodology and outcomes, so pay attention!):

Okay. We have liftoff and ChatGPT certainly created something in response to the prompt. Now at this stage I’m thinking that I’ve got to go and find a 3D mapping software that I can paste python code into and generate the visual. This might have been the end of the road for this blog, but maybe ChatGPT can tell me where to go to find this type of software?!

I love it. Straight to the point, ignore the request for advice and just create the visual. Very impressive stuff.

Now it looks cool, but I started to look at it and pick random points and try to justify their existence. There’s a lot wrong with this, the first thing is that fixed route buses are under-represented in this visual - they create masses of social value even though they are not picking up door-to-door and this needs to be represented better. Again, fixed-line buses need a higher value in the demand density axis also as there are many successful services that serve semi-rural areas.

The next thought was that doing DRT in minibuses is rarely optimal, when do you see 16 people in a DRT minibus? It’s very rare, almost all of the time there are 2, 3,4 or 5 people in the DRT vehicle, therefore an optimal area needs to be smaller for minibuses (maybe there’s an argument that the minibus provides even greater SV due to the size and space?).

Now let’s think about the axis again. Having nominal figures whilst comparing DRT to fixed line doesn’t actually make sense. There’s naturally a lot more ridership on fixed-route buses therefore, to keep the visual as it is, we need to change the axis.

I stopped here. Realising there’s plenty of holes in my method and that many 3D points make no sense. I think it’s because the axis are not fully related e.g. demand density is a setting based factor and cost per passenger is more of an outcome. Also, I’m half treating it as an optimisation and half treating it as plotting outcomes on the 3D axis, that doesn’t feel right?

As you can tell, I’m no expert in the theory of transport, but at this point I’m sitting here thinking about the people in my connections list who would have some insightful things to say about this…

So I would like to invite some ideas/comments/debate from all my connections in the transport space around both the methodology and the outcome of this procrastination session.

Following a recent frustrating experience with an automated car insurance call centre, waiting for over 30 minutes to reach an agent, I've come to truly appreciate the exceptional service provided by our support team. The UK-based, transport focused support centre truly exemplifies efficiency and customer care, a massive contrasting with the all-too-common, almost-fully automated systems we see today.

Our Services

WeMove’s support centre offers two main types of support: Driver Support and Customer Support. Driver Support ensures that our drivers have immediate assistance for any operational queries or issues, which helps keep services running smoothly. Since launching one of the UK’s first Digital DRT schemes in 2021 in partnership with West Midlands Combined Authority, Via, and National Express, WeMove has expanded to operate six DRT services with more on the way. At WeMove, our Bus team specialises in launching and scaling DRT services, drawing on our deep experience of running and improving them, every single day.

Today, I want to share five common pitfalls of DRT schemes and how to avoid them.

1. Defining the Goals of the Service

One of the most critical mistakes in launching a DRT service is the lack of clear goals. DRT systems are highly customisable and can solve various transport issues, but they require precise objectives tailored to the specific needs of the area. For instance, connecting rural passengers to train services demands different setups and strategies compared to enhancing peri-urban mobility where transport options are more plentiful. In rural settings, you might allow for higher route flexibility with smaller vehicles, while in cities, focusing on high-demand hotspots to pool riders might be more effective in midi-sized vehicles. Setting a clear target from the outset ensures the design of the DRT service directly addresses the intended problem. Better yet, having multiple goals and a clear strategy of commingling the service has proven successful for our client, West Midlands Combined Authority, where the West Midlands Bus on Demand sees impressive utilisation since the DRT scheme merged with the Ring and Ride scheme back in January 2023.

Defining success in a DRT scheme is notoriously difficult, each scheme has different goals (naturally, as the technology behind these schemes is now very flexible to different goals and settings) and therefore each scheme has different measures of success. To be in with a chance of reporting back a report that is helpful for reviewing a DRT scheme, the DRT scheme must have clearly defined objectives from the outset.

2. Customer Support

Transitioning from traditional modes of transport to an on-demand system can be challenging for passengers. Effective customer support is essential, especially during the initial phase of the DRT launch. At WeMove, our dedicated support centre not only handles inquiries and issues with minimal wait times but also possesses specific knowledge about DRT operations. This accessibility significantly enhances user confidence and adoption, meaning we gain a quicker rise in utilisation of the service, boosting return usage, and strengthening the feedback loop for continual improvements. Getting off to a good start is very crucial, so having the experts in from day one is key.

3. Funding and Value for Money

Many DRT schemes fail due to unsustainable financial models, often initiated with high-end vehicles for short-term trials but lacking viability for long-term operation. At WeMove, we focus on delivering value for money right from the start. Keeping the cost per passenger low is crucial for securing ongoing funding and exploring alternative financial sources like Section 106 agreements. A forward-looking approach to funding ensures the longevity and scalability of DRT services. Another way to look to slim down costs is to introduce flexible supply with local taxi providers or platforms such as Uber, reducing the core vehicle and driver costs whilst still facilitating peak demand,

At WeMove we take pride in empowering operators to be able to run DRT services, even those with zero prior experience in it. This opens up the market, often enabling there to be multiple bidders for a tender instead of just one, thereby increasing competition and ultimately reducing costs. Some of our clients, such as East and West Sussex County Council’s took advantage of this and engaged with WeMove through G-Cloud, before the tender, to enable the local operator market to more easily engage with the tender.

4. Integration with Existing Infrastructure

A common oversight in DRT initiatives is inadequate integration with the existing transport network. For DRT to be effective, it must complement, not compete with, other public transport options. This integration involves coordinating between modes, operators and routes to ensure DRT services fill gaps rather than overlapping supply, thereby enhancing the overall network’s capacity and reach. A holistic approach like this can be seen in our service in partnership with East Sussex County Council, Flexibus, where the zones and the parameters of the system have been designed around the rural bus network in the area. No journey on the DRT is allowed if it can be done by bus or train, and the zone boundaries directly complement the fixed-routes of the existing bus network. For instance, rural passengers in Cowbeech can now take a Flexibus into Hailsham to connect with the train service and fixed-route bus lines. The Westlink zones have also been recently amended to reflect a similar system, more details here.

5. Technology and User Experience

The backbone of any successful DRT system is its technology platform. A user-friendly interface that simplifies booking, real-time tracking, and adjustments is pivotal. However, a common pitfall is the lack of continuous development of a system to adapt to specific scenarios and user feedback. There are many options available now in the DRT software market, each software has their own nuances, benefits and drawbacks. Asking the right questions in the procurement process is key here to ensure that the software you buy is the software you need, and going back to point 1, a software that can solve your specific goals. For example, if your ambition is to trial DRT to understand travel patterns and then to transition into a semi-fixed or virtual-line system, then procuring a system that already has these features will save you time and money when stepping into phase 2 of your DRT plans.

Understanding these pitfalls and strategically planning to avoid them has been key to WeMove's success in the DRT market. Since its launch in April 2021 to now, we have seen huge growth in the service going from a 4 vehicles scheme up to a 15 vehicle scheme merged with the Ring and Ride service, made possible by our amazing partnership with NEAT. The NEAT team at the Coventry depot have delivered an extremely professional service from day one. Although navigating new software, new hardware, new vehicles and a new way of working on-demand, when the UK as a whole had limited experience in running DRT, the expertise of WeMove alongside the professionalism of NEAT ensured a smooth launch. NEAT’s commitment to compliance, safety and professionalism with rostering and vehicle maintenance has always impressed the WeMove team.

EMED Group: EMED Group is predominantly a Patient Transport company. WeMove partnered with EMED to launch the ambitious Westlink service of 30 vehicles for the West of England Combined Authority. EMED’s ambition and forward thinking approach stands them out in this space. Their ambitions to trial new modes of transport such as DRT and to utilise their existing overheads from their existing Patient Transport services is ultimately a real positive for transport users and taxpayers. From the trials and tribulations of ‘Total Transport’ in the UK, it is very positive to see an operator leading the charge and integrating multiple transport services across their own resource base.

CTLA: In May 2023, we partnered with CTLA to launch Flexibus in East Sussex alongside ESRTP. Our partnership with CTLA for this scheme highlights their continuous effort to improve accessibility and mobility in the region. Flexibus was launched to serve areas with limited or no existing bus services, providing an on-demand, flexible transport option that caters to the needs of residents in more isolated areas. CTLA has been providing local community transport across East Sussex for over 20 years and is an award winning charity providing affordable and accessible travel. Their local knowledge and passion for serving the community has proved invaluable for the Flexibus service as it continues to grow.

East Surrey Rural Transport Partnership: ESRTP also operates 5 vehicles within the Flexibus service in East Sussex, launched back in May 2023. A non-for-profit organisation providing accessible community transport for residents in need across Surrey, Sussex and Kent areas. ESRTP’s courage to lead the way in operating Demand Responsive Transport services in East Sussex and neighbouring counties makes them a huge asset for the service and the residents using Flexibus. Their experience in the industry and DRT is evident in their management and smooth operation of the service both during launch, and as we near 12 months of operation.

CT Sussex: Our partnership with CTSussex on the \"Book a Bus\" service in West Sussex was another innovative approach to enhancing rural mobility by leveraging on-demand transport solutions. This service specifically targets areas with limited or no traditional bus services, providing residents the flexibility to book transportation directly to their chosen destinations such as nearby towns, train stations, or hospitals. CTS are a vastly experienced community transport operator with over 100 colleagues and volunteers, operating a fleet of 50 vehicles. Their aim to reduce social isolation and loneliness aligns with our values and the objectives of Book a Bus.

Compass Travel: In summer of 2023, West Sussex Book a Bus was launched. Part of its objective was to add a technological solution to the long standing semi-fixed 99 route between Petworth and Chichester while also providing DRT around the main route for residents to access the existing network. Compass Travel is a private bus operator and a staple across the South East of England, primarily serving West Sussex, East Sussex, and parts of Surrey. Known for operating routes that connect smaller communities with larger urban centers, aiming to improve accessibility and mobility across the regions, their experience and local knowledge were vital when launching the service.

As we reflect on the successful collaborations and achievements of Q1, it's clear that our partnerships with these incredible operators have been instrumental in expanding and enhancing Demand Responsive Transport services across the UK. These collaborations underscore our commitment to innovating transport solutions to meet the needs of diverse communities and most importantly demonstrating the power of teamwork in transforming public transportation for the future.

We are a close knit group of like minded and passionate friends, dedicated to growing the business and delivering the best possible flexible transport services for our clients.

Describe your management style?

My management style is centered around leading by example. I strive to embody the values, work ethic, and behaviors that I expect from my team and will not ask them to do anything that I have not done myself.

What do you think the biggest issue faced by commuters/riders is today?

Growing up in a rural area myself, with the closest bus stop being over 30 minute walk away through country lanes, I understand the struggle in accessibility of public transport in rural areas, especially for the elderly, or for school commutes. It gives me joy to therefore be able to provide a solution to these issues within rural areas.

Favourite moment working so far?

Attending COP 28 has been the standout highlight of my career thus far. As a pivotal global summit on climate change, COP 28 provided an unparalleled opportunity to engage with world leaders, policymakers, and experts in discussions aimed at addressing one of the most pressing challenges of our time. Attending COP 28 was not just a professional milestone but also a deeply inspiring and transformative experience that reaffirmed my commitment to making a tangible difference in building a more sustainable future for generations to come.

What’s the best piece of professional advice you have ever received?

The best piece of professional advice I've ever received is to always prioritise building relationships and genuine connections with colleagues, clients, and industry peers. While skills and expertise are undoubtedly essential in any profession, it's often the strength of relationships that opens doors to opportunities, collaboration, and long-term success.

Rural and semi-rural transport requirements demand innovative solutions that cater to the dynamic needs of modern communities. Demand-Responsive Transport (DRT) services emerged in recent years as a pivotal component in this new transport paradigm, offering flexibility, efficiency, and inclusivity. DRT is not the silver bullet to solving challenges with rural transport, but we strongly believe that it has its place feeding into a valued existing bus network.

WeMove operates DRT contracts across the UK in various different shapes and sizes and we wanted to share some key learnings from our experience so far. Here are five critical elements that underpin the success of a DRT service:

Effective Fleet Management and Operations:
The backbone of DRT and bus service is a well-managed operations team, operator, fleet, and drivers. Vehicles should be environmentally friendly, well-maintained, and suitable for the community's specific needs, whether that means accommodating bicycles, wheelchairs, or large groups. At WeMove, we are unique in that we provide a well-oiled DRT management structure for our council clients. We have launched some of the largest DRT projects in the UK and have learned a lot along the way. Our clients are happy as they know their project is in a safe pair of hands. Our partner operators are happy as we take much of the day-to-day burden of running a DRT service out of their hands - allowing them to focus on their bread and butter: vehicles and drivers.

User-Friendly Technology:
At the heart of any successful DRT service is the technology that powers it. An intuitive, reliable, and accessible app platform enables seamless interaction between the service and its users. This technology should not only facilitate easy booking, tracking, and payment but also integrate with existing public transport systems to provide a comprehensive mobility solution. Ensuring the platform is accessible to all, including those without smartphones or with disabilities, is crucial for widespread adoption. At WeMove we work with all the major DRT technology providers on the market.

Robust Customer Support System:
High-quality customer service is essential for user satisfaction and trust in the DRT service. A multi-channel support system, including a call centre, live chat, and in-app support, ensures users can easily find help when needed. This system should be backed by well-trained staff familiar with the local area and the technical aspects of the DRT system, ready to assist with bookings, provide information, or resolve issues promptly. WeMove has the only call centre in the UK that is solely focussed on the operations and customer service of DRT services. Our team is fluent in customer care for DRT, knowing all common problems inside out. Cases are resolved quickly and we ensure that the riders are always kept satisfied and coming back to use the service. We report on all key metrics to our clients from Time to Answer to Complaint Reason analysis and everything in between.

A successful DRT service is much more than just an alternative to traditional public transport; it's a flexible, responsive mobility solution designed with the user at its core to link into the existing network. By focusing on these five elements, DRT services can provide valuable contributions to the development of sustainable, efficient, and inclusive transport systems.

I recently travelled by public transport from Geneva to St Gervais in France. Doing what I do day-to-day as CEO of WeMove (UK public + private transport) it’s always super interesting trying out a transport service for the first time and taking in the nuances of the experience (good and bad are both useful).

My journey began with the challenge of finding reliable information about my options from Geneva Airport to Saint-Gervais-les-Bains via train. Despite there being a number of sites appearing online in the PPC & SEO spots on Google, including platforms like Trainline, Omio, and Rome2Rio, none provided a clear or consistent guide. This confusion could have been avoided if the SBB website, which I eventually found to be the most reliable source of information, had appeared more prominently in my search results. The SEO of Google had obviously failed to give me the most useful information on this occasion.

The train ride to Le Fayet offered a comfortable experience with modern amenities such as Wi-Fi, ample seating, and USB charging points. Without any confidence in the information of onward travel online, I headed to the bus stop outside the station. Luckily there were some printed timetables that showed me that I was just in time for the last bus up the mountain to St Gervais Les-Bains. Lucky! We were looking at a 90 minute hike with luggage up the mountain in -7℃ if I were any later; I probably would have booked a taxi if this information had been available beforehand.

Now for the return, I had seen some sprinters flying about the mountains with some recognisable blue livery, it was the AlpyBus service. I looked it up for my return to Geneva and there was a suitable time of 12:20 from Le Fayet direct to Geneva Airport (via Sallanches only) for a reasonable 22 Euros. This service was super smooth, a simple ecommerce site to purchase tickets, a driver who was enthusiastic, friendly and communicated well with his depot when there were a few discrepancies in his printed handout for ticket validation. We left on time, we arrived on time, there was ample luggage space for skis and suitcases; very smooth and very simple. Where there are simple needs, such as A to B, then a simple solution is all that is needed. No frills of technology, but a dedication to being on time and a friendly experience is key. Whilst at WeMove we are clearly advocates of DRT where it needs to be done, no extra complexity should be added to any context where it is not essential.

The AlpyBus experience, for instance, highlighted a theory that if it had flexible routing, it could have potentially diverted and picked up more passengers to fill the bus from the 10/16, to potentially 16/16. A nice theory, but is there actually anywhere else on this route that would be useful to have a virtual stop? Is the benefit of a few more passengers worth the trade-off in investment into tech, more driver training, more potential for things to go wrong, etc? Does the comfort for the 10/16 passengers diminish at a rate that hurts the overall economics if you fill up to 16/16 and take longer than the express route? I think in this context, AlpyBus have got it on the sweet spot, no DRT needed. In other contexts, such as rural UK these tradeoffs will be different. In contexts such as Dubai, where hundreds of thousands of workers commute from hotspot to hotspot, then a different mix of ecommerce experience, ride experience and technology integration will be optimal. For instance, the majority of B2C commuters in Dubai subscribe via a monthly pass and there are very specific pick up points due to the infrastructure in Dubai, and much of the Middle East, not being suitable for door-to-door pickups (7-lane motorways and 50 degree heat much of the year). The optimal solution for this specific context will need a different mix of ecommerce experience (easy subscriptions and single ticket capability), ride experience (air conditioned, noise reduction, hotspot only virtual stops & a smooth ride before work) & technology integration (feeder service DRT only and a focus on integrating with the popular MaaS solution).

This trip has reaffirmed my belief in the need for public transport systems to be flexible, context-sensitive, and focused on the passenger experience. As we look to the future, we aim to explore and advocate for solutions that meet these criteria, enhancing the accessibility and convenience of public transport for all travellers.

In a remarkable achievement, Flexibus, the demand-responsive transport (DRT) service operated by WeMove in East Sussex, has reached the impressive milestone of serving 10,000 passengers within less than a year since its launch.

Cllr Claire Dowling, East Sussex County Council’s lead member for transport and environment, said: “We’re delighted to have welcomed the 10,000th passenger on our Flexibus service. The Flexibus services have proved to be extremely popular since launching in May last year, giving residents who previously had little or no access to public transport a flexible, on demand bus service that gives them access to a range of services and the wider public transport network, or simply enables them to travel to their nearest shopping centre. As well as making it easier for residents to use public transport, Flexibus gives a welcome boost to the county’s economy, and I look forward to seeing the service continue to thrive.”

Launched in 2023, Flexibus has quickly become a vital component of the region's transportation network, offering a flexible and on-demand solution for residents in areas where traditional fixed routes fell short. The service, accessible through The Routing Company’s Ride Pingo app, allows users to request a bus to their location providing a customised and convenient travel experience.

In recent months, British farmers have had to tackle the compounded impacts of the post- covid economy, climate change and Brexit - all whilst they strive to keep food on the nation’s tables. In the wake of the cost-of-living crisis, the BBC has reported on the difficulties faced by local farmers trying to attract seasonal workers for this year’s harvests. This week, the WeMove blog is back with our first ‘Meet the Team Post’, looking at none other than WeMove co-founder and COO Charlie Crawford. Want to learn a bit more about who we are? Read through Charlie’s Q&A and see why he is passionate about revolutionising transport.

Charlie Crawford joined the team from the very beginning in 2020 and has been the engine that often keeps us all moving forward. Charlie is in charge of managing and directing the day-to-day operations across different departments.

Q: What has been the highlight of your job so far working with WeMove?

I would have to say, the day we won WESTlink, I remember it was during the Christmas holidays of 2022, so we were out of office but when we got the news – that was a really good day! The value of that service is extremely significant not only for us, but because of the tangible changes it offers to local communities – it was amazing to see a service come to life that can help people. The highlight is always when the buses actually arrive, all wrapped and ready – you have to just take a step back and smile because it is great to see.

Q: Why are you passionate about sustainable transport?

It is clear now that using single-occupancy gasoline cars is not a sustainable way to get around in the future, so as a stepping stone we are passionate about making the switch to shared commuting which reduces CO2 and encourages a shift towards environmental thinking.

Q: What do you think is the biggest issue faced by commuters today?

The biggest issue in the UK is that fixed route buses, which are on a timetable, are being cut and taken off the road with few alternatives. This is a massive challenge in rural areas that have less economic prosperity.

Q: How do you describe WeMove to your friends and family?

It’s like uber but for minibuses, completely different to fixed route buses – instead now the bus comes to you, with no fixed timetable rather working around your timetable – you might pick up people on the way and drop them off. We also do smart commuter shuttles where we shuttle people to and from work using an App.

Q: A fun fact about yourself?

I once sung an acapella rendition of the hymn Jerusalem in China in front of 50 Chinese school kids, and received a standing ovation!

Q: Why do you think people should want to work with WeMove?

The industry we are in is new and growing quickly, we are on a crest of a wave and growing and doing well in the industry. This means that we are at a very exciting but unique place within the market. In terms of the actual WeMove culture, everyone in our team is passionate and energetic, we work hard but always have a laugh so sometimes it doesn’t even feel like work, it’s the joy of building a company together and it’s just fun!

Q: What are your hopes for WeMove as a company going forward?

Across both Commute and DRT, my hope is that WeMove will be the go-to supplier for auxiliary services aside from just vehicles – so our call centre, live-operations, driver support etc. I want us to be the go-to company for supplying operations for DRT.

DRT for sparsely populated areas:

The UK is among many nations beginning to see the value in Demand Responsive Transport (DRT) for rural and semi-rural areas. Soon, we hope, it will be a distant memory seeing fixed-route buses bombing around on tiny country roads with absolutely no-one onboard. It is well recognised that fixed-route buses are incredibly efficient in areas of higher population density, but hugely inefficient in sparsely populated areas with inhabitants dispersed over a large geographical area. If we use DRT to cover these sparsely populated areas and concentrate fixed-route resources for densely populated areas, then the best of both worlds happens - The DRT service can provide more efficient transport cover for a larger geographical area which actually acts as a feeder service into the fixed-route lines - increasing ridership for fixed-route buses and the wider transport network. Fundamentally, improving transport for isolated communities, equals more employment and training opportunities for those in these often overlooked communities.

The time is now for smaller, more agile vehicles that respond in real time to where the demand. Picking passengers up from where they are and dropping them off where they need to go… makes sense, right?

DRT is a relatively new concept and is still in the trial phases across many countries (including the UK). However, in many instances, DRT is being implemented incorrectly. Many operators are approaching DRT with a static vehicle supply mindset, which has worked well for fixed-route bus services in the past. However, when it comes to DRT, this is incredibly inefficient and ultimately wasteful of taxpayers' money. DRT is inherently demand-responsive, and therefore the service vehicle supply must be able to quickly react to peaks and troughs in demand to operate an efficient service for the local authority with minimal vehicles sitting idle, and a maximum quality of service for the riders, with all rides fulfilled on time.

The WeMove Solution:

A standard single-operator approach to a DRT service would see static supply across the course of the entire lifespan of the service, with little or no evaluation of the demand for the service. This approach can often lead to an oversupply of vehicles typically characterised by vehicles sitting idle on the road without passengers, waiting for demand. Or, undersupply of vehicles, which is typically characterised by the inability of passengers to book rides and therefore having to go back to alternative transport - usually single-occupancy car - and losing faith in the service.

WeMove is different. We break the supply of vehicles down into two groups: Core and Flex. The Core operators in our service act as the backbone of the offering. Our Core vehicles are on long-term contracts providing the majority of the service. We constantly analyse the demand for the service, and we supply the right number of vehicles to meet the average demand for the service. When demand peaks above this capacity, we dispatch our Flex fleet of operators. This is the most efficient way to approach a DRT service and is made possible through WeMove’s in-house operations tech. Our tech allows for both, a truly efficient and scalable DRT service.

Why is flexible supply ideal for a multi-region DRT offering

The flexible supply model for a DRT service is the most efficient approach. However, when local authorities aspire to launch multiple services within a relatively close proximity of each other, then the benefits of flexible supply are only exaggerated. Through WeMove’s unique tech, local authorities can tap into spare capacity of vehicle operators across the various regions. WeMove works with national bus operators, local private hire operators, taxi operators, non-emergency patient transport operators, etc. Our vast network allows for agility when reacting to demand within a DRT service. Vehicles within the Flex fleet can be registered on multiple DRT zones, therefore, if demand has dropped in one zone but is peaking in another, vehicles can be transferred and deployed to where the demand is. WeMove’s in-house tech allows local authorities to mitigate risk by not putting ‘all the eggs in one basket’ with a single operator, and also promotes inclusive growth through a distribution of the economic benefits from any DRT contract among a wide range of operators.

WeMove – Home to School Transport Blog

In recent years, the issue of home to school transport has become a hot topic across the UK. Both public and independent schools are acutely aware of the importance of sustainability and security - yet when it comes to transport services, schools struggle to achieve their desired goals. Commute by WeMove leverages smart solutions to enhance transportation offerings in the education sector, revolutionising the way students commute by making home-to-school transport more accessible, efficient and safe. Below we discuss the current challenges faced by school transport and highlight how WeMove can help overcome these issues.

According to studies by “School Transport Matters”, 570 million school journeys are made each year, with 90% of journeys made by children up to the age of 16 being to and from school. Despite this, the current transport service is inflexible and hinders the movement of pupils. The transport system is unable to accommodate any revisions made to the bus timetable and parents are often uninformed about vehicle delays, breakdowns or changes to the schedule. The WeMove model overcomes this by offering flexible supply which means that in the event of a large sports day, school concert or outing the transport offering can be altered and vehicles can be added to the fleet to suit the specific occasion. New routes and points of interest can be easily created to cater for a specific event at school. Our shuttles are fully customisable in terms of timings, pick up and drop off points, vehicle sizes and fare structures. This allows us to create bespoke services that suit the specific needs of each school.

Technology can now be utilised to improve safeguarding for home to school transport. Our parent tracking app, for example, allows parents to track their child's boarding status and vehicle location in real time, giving them peace of mind. Parents also receive notifications of any unforeseen changes to the service.

In addition to the opportunities we provide for schools, WeMove is also helping universities to tailor flexible transport services. In the West Midlands, for example, we are working closely with the University of Warwick, ensuring a good on-demand bus service can be utilised by students and staff. We are currently carrying out studies to improve the levels of sustainability when it comes to commuting. Many universities in the UK and around the world are carrying out sustainability studies, as scope 3 emissions become a target to decrease the carbon footprint. A modern, digital transport service allows for the collection of actionable sustainability data. By providing a sustainable alternative to private vehicles, staff and students are encouraged to use shared and active transport to commute - which is not only beneficial for the environment but also reduces the stress of having to find parking on campus.

West Midlands on Demand (WMoD) was launched in partnership with WeMove in April of 2021 and has since become one of the success stories of DRT in the UK. Originally a four-vehicle service, the success of our operations has led to an expansion of the scheme and from February 2023 WMoD has been a 14+ vehicle service.

West Midlands on Demand was launched by WeMove on behalf of Transport for West Midlands (TfWM) as part of the Future Transport Showcase to test innovative transport services. In the post-covid era, nationwide driver shortages and issues regarding vehicle procurement have limited the success of transport across the UK. After Covid, the West Midlands was looking for a sustainable solution to get people out of single occupancy cars and into alternative shared transport - whilst minimising traffic in the area. Another challenged faced was the limited routes and fixed timetable schedules that have resulted in declining bus ridership. A solution was needed that could reduce harmful emissions and offer riders greater flexibility for night or Sunday bus services, complementing fixed routes in denser areas by providing DRT alternatives in rural regions.

Using our knowledge, WeMove designed WMoD which incorporates traditional DRT services to cover rural and isolated communities, linking them up to the wider transport network and opening doors to jobs and opportunities. Passengers are able to book through the WMoD, white labelled rider app and be connected to virtual bus stops for their pick-up. The model provided the West Midlands with convenient and affordable alternatives to single-occupancy cars. It also expanded the service offering to accommodate people that do not travel along conventional routes – expanding the zone covered to include local hospitals and the city centre. On top of this, we have managed to bring home-to-school, community transport and ring-and-ride services all under the WeMove managerial umbrella. WMoD is a prime example of how public and private bodies can efficiently work together to achieve a common goal. WeMove, TfWM and Via Technologies have pulled together and collaborated to develop a top quality service for residents of Coventry and the surrounding areas. By the end of February 2023, over 37,000 rides had been taken on WMoD and this is expected to continue well into the future. It is great pleasure and pride that we announce WeMove helped launched WESTlink in April 2023. WESTlink is the largest DRT service in the UK with 30 buses running on flexible routes across the region of North Somerset. The 16-seater, green buses allow passengers to get off at over 1800 existing bus stops as well as new virtual stops. The buses plot new optimal routes every time depending on where people need to be picked up from along the way.

The semi-rural areas in large parts of North Somerset were faced with an issue as on the one hand, large double decker buses were not being filled to capacity, yet bus cuts would leave large populations of the rural region cut off from public transport routes all together. There was also no bus service to the Bristol airport. The local authorities also were seeking a sustainable alternative as in the area 60% of trips to work were in single-occupancy cars and thus North Somerset wanted to promote an environmentally friendly alternative. The WESTlink service hopes to link up people in remote areas by offering them DRT minibuses that transport them to mainline transport buses and other transport hubs.

WESTlink is offering affordable and user-friendly on-demand transport to the West of England. This service is a benefit as it offers greater flexibility and harnesses the power of technology to allow people to have a bus ready at the click of a button. Booking is convenient and can be done through the app, website or by phoning the call centre. The WESTlink minibuses also offer customers a faster travel time that is almost as quick as self-driving, compared to regular mainline transport. The 16- seater buses are also wheelchair friendly, with enthusiastic and knowledgeable drivers.

In the coming months, we are eager to watch the growth of WESTlink as a prime example of the power and potential of DRT for improving transport in the UK.

Where it all began:

WeMove began in 2020, in the peak of the Coronavirus pandemic, when CEO and founder Dan Mould reflected on how lockdown and transport restrictions had isolated people, families and communities across the UK. Yet, as the world began to open-up, it was troubling that large parts of rural England remained secluded due to insufficient transport offerings in these areas and thus Dan set out to develop a solution that would ensure everyone could freely move around and never be hindered in their journey to visit families, access career opportunities or travel again.

Making Moves:

Along with his close school friend, Charlie Crawford, the two developed WeMove – a unique company that provides a DRT driven service and shared commuting ambition, to help link up people in remote areas by offering them flexible buses to transport them to mainline services. WeMove was created and a vision was born: to get people out of single-occupancy cars and into more efficient transport. Within less than a year, by the end of 2020, the pair helped launch West Midlands on Demands, followed by DRT rollouts in both East and West Sussex.

Moving Up:

By 2023, the brand had become a success story and having witnessed how his younger brother was able to assist local authorities with an on-demand bus service, Matt Mould decided to join the family business and start a dedicated commuting branch for universities, schools and business parks in the private sector. Together, the brother duo realised that whilst DRT is the future, it does not solve everything and thus using their combined expertise they crafted a holistic solution to overcome commuter problems by establishing two services: i) Commute and ii) DRT by WeMove.

Moving Forward:

The company began to grow from strength to strength and soon the trio became the fantastic four as childhood friend Sam Hunt joined to assist with driver training and operations. It was not long after this that the team announced the historic WESTlink launch, the largest DRT service in the UK that no doubt put WeMove on the map. Routed in friendships and family values, WeMove understands the importance of people which is perhaps what led to the establishment of a call-centre for transport operators across the UK, to ensure the human aspect of day-to-day transport management and focus on customer care.

Today, WeMove has emerged as a dynamic, young brand with the encompassing desire to improve local transport offerings for people, moving the industry forward using the power of technology to improve transport services and establish sustainable travel practices.

WeMove is very proud to announce the launch of a new DRT service in East Sussex – Flexibus! The service was launched in May of 2023 by WeMove and The Routing Company with 15 vehicles, 10 vehicles which operate fully on-demand and are managed by WeMove, and 5 additional semi-flexible services. The DRT offering allows people to book via the Ride Pingo app which uses routing algorithms to allow passengers to summon a bus to a virtual bus stop near their location. The Flexibus hopes to complement existing transport routes, whilst offering an eco-friendly and sustainable approach to travel.

In certain areas of East Sussex, the current transport offering along fixed routes did not accommodate the needs of the community, with limited access to supermarkets or hospitals in the area. The local council was also eager to find a solution to help 50,000 households who have limited access to public transport.

The Flexibus model has multiple benefits and has received positive press since its launch. Not only has the service expanded the transport offering to connect people in previously isolated areas, it is beneficial to the older generation as the nearly door-to-door approach is user-friendly and effective. The Flexibuses are also wheelchair accessible and friendly drivers are available to offer extra support to passengers at the pick-up or drop off location. Passenger numbers continue to grow and it seems DRT has been a success.

The unveiling of WeMove marks the next phase of our story and reflects who we are and what we do for our community. Our new identity, symbols and logo align with our mission in a simple and universal way that encompasses everything we do: we move people!

Commute by WeMove has a dedicated team that works with universities, schools, and business parks to provide a shuttle service that helps attract talent, retain staff, reduce CO2 emissions, and minimise car park congestion. Our team handles the entire process from supplier management to live operations, launch to optimisation. We also have a call centre for transport operators across the UK, to manage the day-to-day transport services and focus on customer care.
